i have a chevy 400 small block that's been in my tool shed for 7 years i want to put it in a 1980 malibu what should i do to it before i do this,there's a little surface rust on it should i be concerned with the rust?

Sitting that long in your shed.

Pull the engine completly apart. This way if thats all it needs (Which I Doubt) you'll only be out a minimum a rebuild kit get someone to redo the heads. I'm sure the cam, and lifters are pitted, and the rods and main bearings are probably junk also. Oil does dry-up and it becomes very acidic. Blush  

There maybe guys out here that will tell you to spray wd-40 or some other penetrating oil, and a freeing agent. Don't waste your money...That's all I 'm going to say. Grin  Cool

First remove rust from your engine, and take it your mechanic to check its still running or not..
