I have a 3rd Gen. I have no idea what the dyno on it is yet. I just got it and I am getting ready to rebuild the original 2.5L 4Cyl that came in the car when it was brand new. My only question is, should I paint the block and head or should I chrome it out?

I'd just paint it.

There are some good performance parts on the market for the Iron Duke 2.5 your cars has, it's a popular engine with circle track racers. A few companies even make aftermarket heads for them.
