No dash lights on 1972 El Camino

I am restoring a 1972 El Camino. The previous owner had taken out the factory light switch and had run everything thru toggle switches. I took out all of this mess and replaced it with the correct light switch. Problem is now I do not have any dash lights?? (they were working before)I'm thinking it may be a ground problem but I'm stumped.

the images above are much larger than you can see..  open them in a new window to really get the whole idea...


The cluster illumination circuit comes from the headlight switch from the green wire shown here
goes to the back of the fuse box... thru the smallest fuse.. then becomes a grey wire up to various cluster lights..

you can test with a volt meter or test light right at the smallest fuse to see if the headlight switch is supplying variable voltage by probing and turning the headlight switch knob at the same time in either the first or second position..

The cluster circuit comes from the headlight switch .then down to the fuse block to the shortest fuse then up to the cluster and other variable brightness bulbs on the dash ,ac control panel and console if equipped.the bulbs get grounded thru the circuit board and then the ground strap attached to the column bracket as see in image above.
