lol i got the same problem in my 84 a local mechanic told me he resolved the problem by installing a newer model starter off a vortec , so im assuming he used a 1997 truck starter.

Yes it matters if your using a 163 tooth flywheel. They started using 153 tooth flywheels in the late 80's. but that is probobly not the issue.
A starter for a earlier model engine has the staggered starter bolt pattern and the later 153 tooth is a straight bolt. Later models have a bracket on the front of them for added strength. the late model(newer) starter will not work with a 163 tooth flywheel. A 163 tooth is larger in diameter and mounting the starter wouldnt be possible.
What does it sound like when you crank the motor? Advancing the timing too far can affect starting too. Ive broken a few nose cones off starters before. Have you shimmed any of the starters? If not that is your issue right there.

sometimes it sounds fine other times it grinds and then you get a loud pop ive shimmed them 6 ways to sunday the problem with the timing the mark on the balancer didnt line up with the timin marks on the timin gear cover when i tried to get it close the engine would just stall out

The gear on the starter is probobly too close to the flywheel. When you shimmed them did you shim the starter with the whole shim? Sometimes you need to only shim one side of the starter. If its too close only shimming the outside bolt will move the starter away from the flywheel. If you have to shim the starter alot you simply got a starter that wont work with the application, or its bad. It also sounds like the timing is to advanced.
What is your vac advance hooked up to?
Is the loud pop a backfire or is it the starter dis-engaging from the flywheel?
I would recommend taking it to a local shop not a dealership but a small shop mechanic. They will probobly figure it out for you, of course you will pay them, but going through 13 starters and 2 flywheels would have cost more than taking it to be professionally fixed the first time.

The vac advance should be connected to a ported vacuum source. Get a different starter and take it to a mechanic. Also where are you getting the flywheels? Are they remanufatured or new? Sometimes the flywheels gears are not welded exactly straight on the reman units.
