did you check the codes.. as transmission trouble codes won't always turn on the check engine light... 94 and 95 models are very hard to get codes out of without a scan tool because they are OBD1.5..
can you verify all the other device are working within normal range.. this requires a scan tool that displays live data stream....
print this chart... to compare it to the live data from the scan tool...

this chart has generic average numbers for GM... but they are close...
it also shows the trouble shooting chart to read in the factory service manual for testing the individual components and circuits...
there are lots of issues with these transmissions...
before you go deep... when was the last time the transmission was serviced... if the filter is clogged you will experience shift point issues..
once in a great while.. an unknowing tech will change the transmission filter and not pull the seal ring/s out of the pump that seal the filter tube to the pump.. i have found 2 stacked in there on some.. this forces the filter farther into the pan and can crack and break the filter tube causing air to be pulled in.. transmission failure will happen soon after this..
with a digital volt meter. please print and run this test. only takes a few minutes.. since the transmission is shifted by the computer.. the NEGATIVE SIDE of the electrical system is CRITICAL.

The early 4L60Es had problems with the valve getting hung up in the valve body. They'd get slightly crooked and hangup causing a very harsh 1-2 shift.

Thanks for the tips. I have a Snap-On scan tool. I will print out the chart and compare the reading. I will also use my volt meter and check voltages. Thanks again for the help.
