I have a 79 silverado that has a stock ram air on it and i was going to replace it with a k&n or edelbrock air filter with a crome assembly so that it would look good with my new carb. but my buddies said that the ram air is better and that i should keep it. so now im asking the real car people, which is better and why?

do you mean that it had the stock tube and air cleaner? Upgrading the air cleaner is not going to make a difference on a stock engine at crusing speeds. I think that installing a K&N filter in the stock breather will be a good start.
