all your bolt that are used on cars come from outside companies and the coating that is on them are from the process of making them. For example your zinc coated bolts are a hardend high strenght bolt and they coat them so they don't rust while being stored. Your bolts with the gold shine are case tempered and the gold color comes from the cooling process of the bolt, for people that can tig weld prety good see that after running a consistant bead. Not to be mistaken with the matted gold finish, that is coated just like the zinc bolts. And your black oxide bolts have a standard heat treatment and are cooled in a carbon oil bath to get it color.
more then likly if you can find someone that can recoat your bolts it will probly cost the same as getting new ones from a company that makes them. And not to mention that the process of recoating will probly make them britle and make high stress points on the car unsafe.
