across the top of the valve face...   like you would measure a quarter..

The intake valves should measure just under 2" or just over 2" not an inch you must be measuring wrong.
Measure the intake valve from side to side across the entire valve.

the big valves are just a hair shy of 2 inchs and the small just a hair of 1.5

For the power you are trying to get I would buy a set of summit's 2.02 heads they are $650 a pair and perform well.
I would also get dome pistons with those heads to achieve a 10:1Cr you will need a .100 dome to get 10:1CR on the 327.

okay. that sounds great. so would a edelbrock intake or summit intake work well with this combo? also should i go ahead and buy a 650 cfm or 700 cfm carb ? What about the cam and lifters ?

Ok for the cam if price is a issue then go with the Lunati bare bones cam&lifters P#10002LK if price is not a issue then go with the Lunati voodoo cam&lifters P#60103LK.
Now for the carb. if you go with the bare bones cam 650CFM will be plenty if you go with the voodoo cam 700-750CFM will work well.
The summit intakes work good I think they are made by Weiand if you use the voodoo cam get the stage3 intake if you use the bare bones cam use a stage1.

now im looking at the heads... they have regular heads and vortec. Is there any difference between standard and using vortec ?

I would go with the 2.02/1.60 valve heads which is the regular summit heads I have used them before and they work well.
Yes the vortec heads will require self aligning rocker arms and a vortec style intake and center bolt valve covers.
