take off the rocker arm.... and make sure the piston is down...  and lightly tap the valve with a hammer... oil the stem... if you can... wd40....

if the piston is up... you can bend the valve...

are you sure that it is not the cam that has gone flat... that would prevent the valve from moving... if the valve is stuck it usually bends a pushrod... try to rotate them... you can tell if the pushrod is bent... if they are out  roll it down a flat surface..

I would recomend PB blaster instead of wd-40 but waynep is pretty much right but also could be a bent valve..

Because what caused the valve to stick could be a number of problems, I'd recommend removing the head and checking for a bent valve or faulty guide. Even if you do get the valve unstuck now, what's to say it won't happen again, when the motor's running? Best to save your shortblock (if it hasn't already nipped a piston) and pull the head to be absolutely certain.

Ive seen a person pour Automatic transmisson fluid and loosen a stuck valve has anyone tried that before

Again, even if you get the valve unstuck, you still need to pull the head and find out why it stuck. A burr inside the valve guide, slightly bent valve, etc.
